Książka wzbogaca naszą wiedzę o aktywności obywatelskiej w Polsce, ukazując jej interesujący aspekt – kobiety w środowisku lokalnym. Jest ciekawie napisana, poprawna metodologicznie, dobrze osadzona w teorii. Wyniki są ważnym głosem w dyskusji nad kondycją społeczeństwa polskiego. Mimo że autorka pisze w sposób dość zdystansowany, akademicki, to nie udaje się jej ukryć wielkiego zaangażowania w problematykę aktywności obywatelskiej kobiet w środowisku lokalnym. Widać wyraźnie nić sympatii łączącą ją z respondentkami. Ujmujące są szacunek i podziw, którymi darzy bohaterki swojej książki. To zaangażowanie jest nieco staroświeckie, ma w sobie urok szlachetnego inteligenckiego etosu nakazującego uprawiać działalność intelektualną ku powszechnemu pożytkowi. Widać tu także, zalecaną badaczom społecznym przez Floriana Znanieckiego, umiejętność reagowania na istotne wyzwania, ważkie zagrożenia i palące problemy stojące przed społeczeństwem.

Summary

 

The principal subject matter considered in this book is women’s participation in civic activities in local settings. The author identifies the determinants of women’s engagement in civic affairs. She then reviews the factors which influence their involvement and participation. The author goes on to examine the possible role these factors may play in the determination of these outcomes at the regional, local and individual level. Whilst the author’s primary focus is presentation of the results of her fieldwork research, she attempts nevertheless to identify wider patterns and general tendencies in civic involvement.

The first chapter addresses two main issues. Firstly, it traces the different ways of defining the citizen and the civic roles citizens have played through the ages to present time. Secondly, she describes the various theoretical models of civic activity and associated methods of assessing the level of civic participation. She then goes on to discuss the research methods and techniques employed in the present work. The second chapter seeks to characterise the civic participation of Poles, with a special focus on women, in part setting it in the European context. Having found participation among Poles to rank lowly when compared internationally, the author then attempts to identify the factors which influence the level of and manner of civic involvement.

Chapter three outlines the regional characteristics of Poland’s cultural heritage and other assets, which may be facilitators or barriers to civic participation in the country. Chapter four goes on to present the research results. Based on these findings, three research hypotheses are proposed to best explain the data. These are: (1) General factors occurring above local community level undoubtedly influence women’s civic engagement but are not exclusive determinants of why and in what ways women get involved in civic activities. (2) Barriers to women’s civic activity on the above-local level may be overcome on the local level, especially by the situational factors, or by particularneeds of local community to which women may respond.(3) One can discern specific and consistent patterns of circumstancesin which women decide to engage in civic activity, eitherto run for local government or to set up a social organisation,that are characteristic and established in a given community.

The analysed data was collected during eighty in-depth interviews with women engaged in local community life in ten rural municipalities in two different regions of Poland. Subjects were from within local government, including mayors or councillors, or from women involved with local non-governmental organisations. Żywiec and Hajnówka Districts were selected for study. These Districts differed from one another in terms of historical and cultural heritage, in that they were located in areas that during the period of the Partitions had been under different political rule, one Austrian and the other Russian. This choice allowed for contrasting different sets of general factors determining characteristics of communities which inhabit a common geographical space and share historical experience.

The main focus of the research in this book are the circumstances leading to the civic participation of women and the form of their engagement. The research essentially concerns the interplay between influences operating at different levels — general, local as well as individual and the women’s civic activity at the local level. The author identified a number of factors which influenced the respondents’ civic engagement on behalf of their local communities. In general, however, it would seem that both the incentives for and the barriers to civic participation of women are similar in the two districts. Neither do they differ significantly from the factors determining participation among Polish women en masse, which include occupation, age, material status, family situation, patterns of socialisation, experience of community work, a sense of influence, wider social contacts, or personal disposition. What does differ is not so much factors themselves but rather the configuration of their relative importance.

Of particular interest in this respect is the conclusion reached concerning the differences in civic engagement of respondents from Żywiec and Hajnówka Districts. While the factors leading to civic engagement are similar, distinctions are discernible particularly in how roles within local self-government are performed. In Hajnówka District this function has a generally “protective” character, corresponding with social roles stereotypically associated with women. In Żywiec District, however, the same role had amore administrative or “managerial” character. Another important difference revealed by the research was the scale of operation — larger in Żywiec District, smaller in Hajnówka District.

Dissimilarity is evident in the types of stimuli and circumstances which led women to run for the office in the local government in the two regions. The data collected suggests that for most of the mayors and councillors in villages around Żywiec, the decision to run was their own initiative. There was a clear prevalence of internal stimuli and these women also tended to be more outgoing and self-confident. Around Hajnówka, on the other hand, the positions of mayor and councillor were more often pursued by women driven by pressure from their social milieu, with a prevalence of external stimuli, which often overcame their reluctance and fears. Another dissimilarity shown by the study was that mayors from Hajnówka District were less likely to go on to run for a higher office. It seems that the observed differences are associated predominantly with the respective sizes of municipalities, villages and communities as well as with the “inherited” capital of trust and of connections, which was greater in the case of Żywiec-District respondents. Both these factors can be seen as derivatives of regional tradition. The data strongly suggest that the differences observed between respondents from both regions and their respective paths of civic participation stem, above all, from diverse needs of the local communities in which they live, rather than from their personal traits.

Finally, Chapter five offers some general reflections on today’s regional Poland. They are presented to demonstrate the usefulness of the author’s approach, to better understand self-governance with a special focus on the role of women in modern Poland.
